First, this is not the place to do it. This is not the place to offer the amendment. They have the right to offer the amendment but we are trying to get a bill done here. The rest of the world is moving forward to modernize the aircraft control system and we, with the most congested and complicated air traffic control space in the world, we have extended the FAA authorization 11 straight times because we have not been able to get a bill done.
