Byron Dorgan: “I don't understand this issue about solving a fatigue issue by napping.”

I just want to say that I am concerned about the court's decision in Carcieri and the impact it may have on those tribes that were recognized after 1934.

The fundamental problem found in the Dorgan report in 2010 and the findings now before the House is IHS, LEADERSHIP was failing then as it is failing now.

This is not about politics; everyone on this dais knows that.

I know that everyone sitting at this table has a passionate desire to fix these problems.
