Byron Dorgan: “Promises made, promises broken.”

The question is not the endpoint. The question is what is the route to get to that endpoint.

This is not about politics; everyone on this dais knows that.

The agency promised changes, but the situation has only disintegrated since.

The fundamental problem found in the Dorgan report in 2010 and the findings now before the House is IHS, LEADERSHIP was failing then as it is failing now.
