“my colleague, Senator Lugar, is someone who has been a real leader with Senator Nunn on the Nunn-Lugar program, which I have been proud to support. It has been a program that has actually reduced the number of nuclear weapons and reduced the delivery systems for nuclear weapons. It is what we aspire to do. It is what our country should lead the world in doing, and that is to step away from the proliferation of nuclear weapons and the building of new nuclear weapons. This is a piece of a wing strut from a Backfire bomber. This used to be flying in the air, part of a wing strut from a Soviet Backfire bomber that likely carryied nuclear weapons that threatened our country. We didn't shoot this plane down. This wing strut was sawed off. The wing was destroyed. The plane was destroyed. It was dismantled. How did that happen? We actually paid for it. My colleagues, Senator Nunn and Senator Lugar, proposed legislation that allowed us to, with the Russians, actually begin to destroy and reduce delivery systems and nuclear weapons.”
