“this amendment is not a surprise. We have been sending information over to the committee for a couple of years. I filed a bill on this during the last session of Congress, and I have talked to the committee about it. I certainly respect the views of the two managers of the bill, the Senator from Rhode Island and the Senator from Montana, but I would very much like a vote on my amendment.”
