Byron Dorgan: I inquire whether the Senator has been informed of the delay here being a delay because someone needs more time to speak…

On the recordMay 2, 2002
I inquire whether the Senator has been informed of the delay here being a delay because someone needs more time to speak on this amendment. That is certainly reasonable. I spoke on the amendment yesterday. I spoke on it this morning. Others spoke on it this morning. Senator Craig, who is a cosponsor, spoke on it. Unless there are others who wish to speak on the amendment--certainly that is reasonable. But if that is not the reason, we have had plenty of time on this amendment. I thought we had. Then there was a tabling motion. We should be ready to adopt the amendment. After all, 67 people voted against tabling. One would expect there would be a pretty strong expression here with respect to this amendment. Was the Senator informed about the manner of the delay? Is it because there needs to be more discussion on the underlying amendment or is there some other reason?
