“Let me continue to inquire. I will not take much more time. I still do not understand the answer. Is the answer that the utilities essentially are providing services and are therefore not covered as products under this bill? If that is the case--and that is what I thought was the case--then fine. But there is extra language here, where there needs to be a record in the Senate, that says here is exactly what this legislation means. If we have a circumstance where we are saying in 44 districts they have strict liability, the services of a utility are now put under the entire provisions of this law, that is a substantial change.”
