“If we know, reasonably, that we are going to spend an additional $1 billion a month in Afghanistan and perhaps $4 billion a month in Iraq--that is perhaps a $50 or $60 billion additional expenditure--it seems to me we ought to address that question now; not only address what are the additional costs with respect to Iraq and Afghanistan but where we will find the money.”
