we have had three recorded votes on this, and we have brought this to the Senate maybe six times now, altogether. I know it is repetitious. I know it probably is not pleasant to hear all of these things again, yet I don't think there is any choice. If I might, just for the benefit of my colleague from Illinois, Senator Durbin and I began talking about this some long while ago when we began to see the evidence of waste. We have worked at it since then. When Senator Durbin was asking a question, I described the water issue. I want to read a quote from a memorandum that was written May 13, 2005, an internal Halliburton memorandum, written by Will Granger, the man who was paid with taxpayer funds to do this contract for Halliburton for all of the water issues in Iraq. These are the water issues for the U.S. bases in Iraq that directly affect United States soldiers. Will Granger, the Halliburton employee: No disinfection to the non-potable water was occurring [at Camp Ar Ramadi] for water designated for showering purposes. This caused an unknown population to be exposed to potentially harmful water for an undetermined amount of time. This event should be considered a ``NEAR MISS'' as the consequences of these actions could have been VERY SEVERE resulting in mass sickness or death. The deficiencies of the camp where the event occurred is not exclusive to that camp; meaning that country-wide, all camps suffer to some extent from some or all of the deficiencies noted.…
