My intention is that the proposal I have offered would eliminate the punitive damages cap in the underlying legislation. There will be a series of proposals on punitive damages, and there already have been some. And there will be others. This is probably the only opportunity the Senate will have on the issue of eliminating the cap on the underlying bill. I would hate to see a discussion on that issue go by in 15 or 20 minutes.
