“I have not been involved in this discussion out here except to understand that today, yesterday, and Friday there was a great deal of complaining about this bill moving too slowly, it is not moving along, people are concerned and frustrated about it. My understanding is that the Senator from New York offered his amendment, was committed to having a record vote on his amendment, and now we see delay, delay, delay on getting him a record vote on his amendment. I ask the Senator from Vermont, is it his understanding the Senator from New York has a commitment that he will get a vote on his amendment?”
