Byron Dorgan: “We have made promises, we have signed the line in treaty agreements, and we have trust responsibilities.”

The fundamental problem found in the Dorgan report in 2010 and the findings now before the House is IHS, LEADERSHIP was failing then as it is failing now.

Tribes ceded close to 200 million acres of land during the treaty-making and removal periods prior to 1881.

This is not about politics; everyone on this dais knows that.

I just want to say that I am concerned about the court's decision in Carcieri and the impact it may have on those tribes that were recognized after 1934.
