This bill isn't too much money. It is within the framework of what we decided as a Congress that we were going to spend on the budget. It spends the required amount in this fiscal year, and then $2 billion in the next fiscal year. It does not violate the budget. The point I was making was that real income for family farmers has fallen to the level of the 1930s. This is the real income achieved by farmers out there who are struggling to raise a family and run a farm. It is clearly an emergency. We have clearly brought to the floor legislation that does not violate the Budget Act. Yet even though it is an emergency supplemental, we can't get to the bill. I am outraged by the fact that there is stalling on a bill that represents a clear response to an emergency in American farm country.
