“last week the Senate was not in session and most of us in the Senate were in our home States. I spent most of the week in North Dakota visiting with people about the economy, jobs, health care, and a wide range of issues. I had meetings on the issue of No Child Left Behind, on the significant problem in rural States with methamphetamine and the scourge this deadly new drug poses to young people and to law enforcement. A lot of us were doing a lot of activities last week. I wish to talk about a couple of issues that happened since we left town. Last week, there was a lot of discussion about the Economic Report of the President that was sent to the Congress just prior to our leaving town. This week's BusinessWeek, March 1, 2004, says: Will Outsourcing Hurt America's Supremacy? That is similar to the front cover of BusinessWeek a year ago: Is your job next? A new round of globalization is sending upscale jobs offshore. They include chip design, engineering, basic research--even financial analysis. Can America lose these jobs and still prosper? So BusinessWeek, in front covers, now and exactly 1 year ago from now, asks the same questions: Will outsourcing hurt America's supremacy?”
