Byron Dorgan: If the launching of an intercontinental ballistic missile means this country immediately knows where that launching took…

On the recordJune 18, 1996
If the launching of an intercontinental ballistic missile means this country immediately knows where that launching took place, is it reasonable to expect, if they attack the United States, they would expect a response that would annihilate the country sending the missile? The point is, that has been a deterrence that has been around for sometime. I thought the Senator was really talking about a real outlaw, nut leader someplace out there in space, and now he has raised the question of China.

Senator Dorgan once said it takes four agencies and 49 steps. I think with the Mandan, Hidatsa and Arikara Nation, we say it is seven agencies and 100 steps.
