“If I might I make one comment, I defamed my friend, the Presiding Officer. I suggested some while ago he was from Ohio. He, in fact, is from Indiana. I have known that all along, and those in the Northern Great Plains see everything out there as east. But my distinguished colleague Senator Lugar, to whom I refer, is from Indiana. I talked about Nunn-Lugar and the wonderful work done. I want to make sure I identify it correctly.”
