“I understand that the Fiscal Year 2000 Defense Appropriations bill contains $20 million for innovative readiness training. Under this program, the Department of Defense trains Active Duty, Guard and Reserve personnel by providing ``real world'' experience here in the US which is similar to what might be encountered in Overseas Humanitarian and Civic Assistance Programs. Under the Innovative Readiness Program, the Walking Shield American Indian Society has provided such training opportunities on American Indian reservations especially those located in the states of North and South Dakota and Montana. Without the support and cooperation of the Walking Shield American Indian Society, many of the engineering and medical projects conducted by the Department of Defense would not have been possible. This type of civilian-military program has a very positive impact on recruiting and retention and should be continued in FY 2000. I understand that the report accompanying the Fiscal Year 2000 Appropriations bill for the Department of Defense notes that the Committee believes that the Department should expand the scope of readiness initiatives to include Native American groups, when appropriate and compatible with mission requirements.”
