Let me say quickly, and I appreciate the Senator's courtesy for yielding, my amendment does nothing with respect to agricultural workers. We still have the provisions in underlying law allowing for temporary workers to come in and support the agricultural needs of this country.

I just want to say that I am concerned about the court's decision in Carcieri and the impact it may have on those tribes that were recognized after 1934.
Tribes ceded close to 200 million acres of land during the treaty-making and removal periods prior to 1881.
The fundamental problem found in the Dorgan report in 2010 and the findings now before the House is IHS, LEADERSHIP was failing then as it is failing now.
