I understand. The Chinese have, as you know, without discussing it, very few intercontinental ballistic missiles. The Senator raises the question of the potential of a country with intercontinental ballistic missiles launching an attack against the United States. The question I want to ask is, does the Senator agree with me that there cannot be an intercontinental ballistic missile launched without a return address; we will know instantly where it is launched from?
