Madam Speaker, I yield myself such time as I may consume. Madam Speaker, I appreciate very much the comments made by my colleague from Maryland and appreciate particularly the emphasis this afternoon that has been placed on bipartisan bills and efficiency and effectiveness in the Federal Government. Those are values that should not be assigned to any particular party. They are important for our country. They are important for what we do. Madam Speaker, I yield such time as he may consume to the gentleman from Virginia (Mr. Cline), who has been waiting patiently to speak on this bill.
