Madam President, I rise to speak on my amendment very briefly. Many of my colleagues may have seen these wild horses on a vacation to the Outer Banks or maybe you viewed the movie ``Nights in Rodanthe.'' These horses have been there for over 200 years. What we are doing is we are injecting some new genetics so this herd is sustainable for another 200 years. Let me tell my colleagues that they have never been managed by the Fish & Wildlife Service. The Fish & Wildlife Service doesn't want to manage them. They are managed by a private nonprofit that goes to great lengths and expense to make sure that this herd survives.
