One of the reasons I might say to the gentleman that it is necessary for us to offer these amendments on the floor is that individuals who were going to offer them in committee were precluded from offering those amendments. There were no public hearings on these and, as I understand, only one public witness was permitted to testify. That is why we are going through the procedure that we are going through, and Members of Congress who want to be heard on important issues like this have to and are forced to rely on these kinds of procedures.
