the budget spends $88 billion over 5 years on ineffective programs and raises taxes by $900 billion to do so. My amendment reduces spending by 25 percent on programs rated ineffective by OMB's program assessment rating tool. PART has evaluated almost 1,000 programs accounting for 96 percent of all Federal spending. Only 26 are rated ineffective in discretionary spending. Chairman Conrad will say the budget resolution cannot tell appropriators how to implement the savings. My amendment simply allows the appropriators, with a great deal of flexibility, to find those savings that are proven to exist. It also tells agencies we expect results from programs we fund. If my colleagues vote for this amendment, we will save the taxpayers $18 billion over 5 years and pay down the Federal debt by $18 billion. I believe if we cannot trim $4 billion out of a $2.9 trillion budget on ineffective programs, we cannot honestly tell taxpayers we are serious about fiscal responsibility. I urge my colleagues to support the amendment.
