I think at one point in time we will have an economic downturn. This Congress needs to be prepared to address those unforeseen circumstances. The point of my amendment addresses when those unforeseen circumstances do happen, when revenues coming in do not meet what was forecast and we have a spending level up here and maybe the revenues are coming in lower than expected, we just bring down the spending level and say that we need to adjust our figures in the baseline so that our budget reflects the change in economic conditions in this country. I think it is a commonsense type of amendment, and I ask the Members of the Senate to vote yes on this amendment.
