This is where the issue comes up. It is not exactly clear in this paragraph where it provides supplemental points for citizenship, or when in time it begins to apply. If it gets applied in one way in the bill, then the argument my colleagues make is probably valid. But if it gets put in another place in the bill, my arguments apply. This is where we have a drafting problem within the bill. My hope is that with the adoption of my amendment we will call this to the attention of the conference committee, and this can be rectified when we go to conference.
