“I ask the chairman, is it the case that in order for this proposed IMF gold sale to go forward, that the Congress must specifically authorize the U.S. representative to the IMF to cast a vote in favor of such a sale? Existing law 22 U.S.C. 286c specifically requires Congress, by law, to authorize such action. I would point out to the Senator, as I am sure he is already aware, that absent an act of Congress, the statute makes it clear that neither the President nor any person or agency acting on behalf of the United States can vote to approve the sale of IMF gold.”
