I want us to have time for debate. I want us to use this afternoon and tomorrow. For those who may not be aware, when I file cloture, all I am doing is protecting our right to have a vote on ending the filibuster, which doesn't ripen for 2 days. We could and would be having debate this afternoon and all day Wednesday. If we work out an agreement on a list of amendments, we could vitiate that at any time. I note we have already done that several times this year. In fact, in the first of the year we vitiated the cloture I had filed on the education savings account legislation, as I recall.
