Trent Lott: “The use of the term ``could'' is meant to convey an expectation that commodities should be controlled and monitored…”

On the recordFebruary 22, 2000
The use of the term ``could'' is meant to convey an expectation that commodities should be controlled and monitored because of their potential for contributing to nuclear, chemical, or biological warfare programs, or to ballistic or cruise missile development. That is to say, this section covers commodities which should be controlled because of their physical or technological properties. This standard is consistent with current United States export control practice and with various statutory nonproliferation reporting requirements.
