If the budget resolution we have before us is not changed, Defense will suffer an additional 9.6-percent reduction. That is in addition to the reductions it has already taken. I have heard it said here on the floor in the last couple of days in other debates that the Soviet Union no longer exists. It imploded. It is over, hallelujah. Utopia is on us. It is not. We still have a situation in Russia that is not as stable as we would like for it to be. They still have their missiles. They are still there. Very few, if any, have been dismantled. They are still aimed at us, and a dangerous situation still exists in the world.
