It says, as I understand it, that they would get the same amount they would get either way. They would just get it earlier in the year instead of later in the year so they could begin to deal with the problems that they have had to face as a result of disasters.

My recommendation to the Congress and to the president would be, quit campaigning, quit having press conferences. Sit down at a round table and negotiate a deal.
A lot of it is because Republicans when they start talking don't talk about education. You have to talk about it. You have to go there, where they are.
The answer to education is not just more money. It's not just stimulus money. It's not just money for technology. It's how you use that money. And I emphasize rewards of incentives rather than punishments for the kids or for the teachers.
