I came to the floor to commend and congratulate the distinguished chairman of the Energy and Natural Resources Committee for his work on this very important legislation. It is overdue. It is very broad, comprehensive legislation that is designed to address this problem. I think he should be recognized for the effort he has put into it. This is a bill that has been developed in a bipartisan way with all different views and regions of the country reflected in various components of the bill.
