I congratulate the bill managers. The Senator from Alaska and the Senator from Hawaii always do a magnificent job. This is not a world record for them, but it certainly is a very fine accomplishment. I am very pleased that we have passed this Department of Defense appropriations bill in such good order. I congratulate the chairman for his leadership.
