That is not the way I stated it. I gave my assurance that we will continue to work with interested parties on both sides of the issue and to see if amendments could be agreed to or not. It was obvious that to proceed at this time was not the right thing to do.

First of all, there's going to be an election and the numbers will be different come this fall. And you're going to need leadership from the President and from the leaders in the Congress.
