section 104(a) of S. 2012 would amend section 303(a) of the Magnuson-Stevens Fisheries Conservation and Management Act in several places to require the collection of certain economic information from fisheries participants and require that fisheries management plans and amendments analyze the economic and social impacts of such plans' or amendments' conservation and management measures on, and possible mitigation measures for, fisheries participants and fishing communities affected by these plans or amendments. Is it the chairman's understanding that the committee intended, for the purposes of this provision, that only the economic impact of direct participants in the fishery that engage in fishing or fish processing be subject to this economic information collection and impact analysis? Does the chairman agree that attempting to consider such economic impacts on persons such as consumers of fish or suppliers of fishing sectors would add unwarranted complexity to this analysis and would detract from the proper focus on only those persons who have a direct economic stake in the fishery?
