Clearly there have been unintended innocent victims during our military operations, and I fully agree with my friend, the gentleman from Oregon (Mr. Blumenauer), that U.S. assistance should be provided to such victims and their families. I also strongly endorse the commitment of our chairman to bring forward appropriate legislation on this issue, and I look forward to working with him and with my friend from Oregon on this matter.
