The topic here is the green schools program, and energy costs are the second highest operating expenditure for schools after personnel costs. About a third of those $8 billion annually that schools spend on energy could be saved. What this legislation does, it provides help for local schools and States to invest in energy-saving design and technology, which will provide not only better learning conditions but save billions of dollars. So this actually is beneficial from a fiscal point of view, as well as an educational point of view.
