I would like to yield 2 minutes to the gentleman from Arizona (Mr. Grijalva), my good friend and colleague from the Natural Resources Committee who has been a leader on standards and enforcement in mining and knows as well as anyone the time and energy that has been wasted in the committee's investigation of this stream protection rule, time that could have been spent protecting the environment and the people's health.
