would the gentleman care to answer a question for me: How does the President propose to broke our, as he calls it, addiction to oil, and indeed, we do need to be weaned from our dependence on oil, if his budget, presented a few days after the State of the Union here in the House, provides funding for renewable energy and energy efficiency below the level at which it existed when he took office 6 years ago?
