the conference report in front of us today, imperfect as it is, addresses several key issues facing our intelligence community today: attracting and retaining people with foreign languages and cultures; bringing speed to security clearance processes for new hires; the provision directing the Director of National Intelligence to establish a multilevel security clearance process; and a number of other things. But as the person appointed by Speaker Pelosi to chair the Select Intelligence Oversight Panel, I'm especially interested and supportive of the provisions of this legislation that will improve the ability of Congress to exert oversight of the intelligence activities of this country, such as requirements that the intelligence community report to Congress and requirements that strengthen the Inspectors General in the intelligence community. Intelligence is among the most important functions of our government because intelligence can save lives, prevent war, and assist our soldiers and protect Americans. But it is also among the most dangerous, dangerous because of the damage of intelligence poorly done, the damage that can be done to American interests and America's reputation and the freedoms and humane behavior that Americans hold dear. So these oversight provisions are particularly important. Another provision of this legislation that I'm pleased to see is the requirement that the DNI produce National Intelligence Estimates on Iran and North Korea.
