Maliki is either ignorant of what is going on, misrepresenting his intentions, or that his capabilities are not yet sufficient to turn his good intentions into action.

We need to put pressure on President Karzai but really to encourage all aspects of the Afghan system to put pressure on Karzai and the Parliament to get this legislation enacted and to get the people appointed.

The good news is, in the appearance I had on this, Republicans and Democrats seem to share these concerns and believe they need to be addressed.
