The fact is, there is no port in any of these bills. There was no designation of Pennsylvania or any other place for the hydrogen money. It was put out on a competitive basis. Anybody who wanted to compete for it was happy to compete for it. The gentleman walks away. He does not want to hear the truth. This is what I am asking for in this kind of situation. I think what we ought to have is a competitive process where everybody has a chance to come in and compete, and this kind of program is just an outrage, and I would hope that we would vote against this program that got the money strictly through a really pork-barrel, earmarked approach.
