The substance of the bill is that this is a hydrogen promotion program. It is in fact an attempt to make certain we have a good hydrogen program, and there may be lots of companies around the country that will benefit from that. But this is a basic science program, something the gentleman seems to ignore. This is about basic research; it is not about corporate welfare.
