when the Science Committee marked up the Fastener Quality Act, I attached an amendment to establish the Fastener Advisory Committee. This committee was to determine if the act would have any detrimental impacts on business. The Fastener Advisory Committee reported and recommended changes to the act. Title VI addresses the concerns of the Fastener Advisory Committee: heat mill certification, mixing of like certified fasteners, and minor nonconformance. Working with this Congress and NIST, the Public Law Task Force, comprised of members from the manufacturing, importing, and distributing sectors of the fastener industry, has worked to improve the law while maintaining safety and quality. The Public Law Task Force represents 85 percent of all companies involved in the manufacture, distribution, and importation of fasteners and their suppliers in the United States. Combined, the Task Force represents over 100,000 employees in all 50 states. Unfortunately, a provision was inadvertently left out when drafting the original amendment to the Fastener Quality Act. The language of the amendment I am offering goes back to the original intent of the bill, but is less restrictive regarding commingling of fasteners, as recommended by the Fastener Advisory Committee.
