I share the gentleman's desire to see to it that those organizations are moving so they provide some guidance in the appropriations process, but also that they provide the kind of vision statement that I think we need to make in a tough budget situation. We need to begin to lay out how we are going to both balance the budget and at the same time maintain an aggressive science and technology policy for the country, and I think that is going to be some of the very, very instrumental work that the various subcommittees are going to be assigned to do. I am going to try to give those subcommittees the latitude that they need to work within budget caps, but to prioritize the science of this country in a way that makes sense within that budget constraint.
