What you have to do in order to bring about a balanced budget is not just take credit for having passed this wonderful vote that you can go back home and tell the people, I voted for a balanced budget. You have to actually enforce it. You have to actually do something to cut the spending to make the balanced budget work. That is what caps are all about. Caps are all about doing the enforcement necessary to actually balance the budget. The gentleman chafes under that.”
