Scott Walker: “The gentleman voted for a balanced budget, but he has steadily come to the floor and refused to do anything to enforce…”

“The gentleman voted for a balanced budget, but he has steadily come to the floor and refused to do anything to enforce the balanced budget that the House actually passed. The gentleman voted for a balanced budget that did not pass. We voted for a balanced budget that did pass. What you have to do in order to bring about a balanced budget is not just take credit for having passed this wonderful vote that you can go back home and tell the people, I voted for a balanced budget. You have to actually enforce it. You have to actually do something to cut the spending to make the balanced budget work. That is what caps are all about. Caps are all about doing the enforcement necessary to actually balance the budget. The gentleman chafes under that.”
