The fact that Putin is not only killing Ukrainians, but weaponizing food for developing countries, is just a complete outrage.

In Ukraine, for example, USAID has helped farmers withstand Putin's attempts to destroy the agricultural sector.

We have no evidence that USAID has funded gain of function research, and we certainly have not authorized gain of function research.

Fundamentally, there has to be a political agreement. We are not going to humanitarian aid our way out of this humanitarian crisis.
