this is academic debate we are having here. We are asked to believe the following: That Mr. Serrano, who was born in Puerto Rico, who came to the United States of America, who was allowed into the halls of this Congress with full voting privileges, that his citizenship can be revoked; that there is a court in this Nation, a Congress, a President and a court in this Nation, that will affirm that. We know that that is just never going to happen. Let us face it. Raise your hand anyone who believes that will ever, ever happen. It will not. Think about it. You have tens of thousands of men and women who served in the Armed Forces with honorable discharges. What court in this Nation would take away their citizenship? They paid taxes, they were born, their birth certificates. Think about it. It is not going to happen. So let us not play the game of fear with the people of Puerto Rico and inject fear. That is what is wrong with this bill, that we put them into fear. It is never going to happen, and we all know it.
