Ray Nagin: “Read my lips. We will rebuild New Orleans and the Lower Ninth Ward.”

I want America to understand, the city of New Orleans took on so much water, that 80 percent of it's flooded. And we still have a tremendous amount of work to do. And we need tremendous amount of more help from the federal government.

Because we don't have a lot. We don't dominate business, we don't dominate a lot of things. So political power is very important.

But surely he is upset at black America also. We're not taking care of ourselves. We're not taking care of our women and we're not taking care of our children.

This city will be a majority African-American city. It's the way God wants it to be. You can't have New Orleans no other way. It wouldn't be New Orleans.
