I am very excited about the bill, and so I am afraid I will use every 1 of the 15 minutes because there is a lot I want to say. First of all, let me say that I have the greatest respect for those who oppose this bill... On the other hand, for myself, I want to say that the time has come for a new bill to get passed, and I want it to be bipartisan and I want Republicans to join Democrats on the bill that I believe we will look back on and say it was the biggest, most significant, most important piece of legislation that we have ever passed, that added to the brain power of the American people, and particularly added to the brain power of the young people coming along who are going to try to keep us the most productive Nation on Earth by getting educated properly.
