I think the people in the West understand we are not being dealt with fairly. The Western States have this large accumulation of debris and forests are burning down. Our amendment would permit some help to those States where we see these enormous accumulations going up in flames.

I think you raise a good point. We have to be careful about the issue you raised. It is a serious one.
That did not reduce any beneficiaries' benefits, it just cut the amounts that providers were otherwise getting.
